When creating and selecting assessments, how do you determine what components need to be considered for the assessment?

One of the very first components that educators should consider when creating assessments is the goals or objectives of the unit/lesson. If these are not kept in mind, then truly what are educators assessing the students on? Educators should create the assessment before ever truly starting the unit, so that they can create assignments that surround the objectives which were taught. In my case, I would first need to look at what competencies that I am trying to teach/accomplish within the unit or lesson. Based off of those, I may make myself some objectives that students should be able to understand by the end of the unit or lesson. Then I can start creating questions that surround those goals and are directly reflective of them.
