인류의 무분별한 개발로 인하여 환경이 파괴되고 주변 강이나 바다가 오염됨으로써 먹을 수 있는 물이 점차 줄어들자, 이를 해결하기 위하여 국제적으로 협력하여 물 관련 문제의 심각성을 인식하고 수자원을 보호하며 이를 개선하자는 취지에서 제정되었다
