This in particular, represents P and C in the Korean alphabet, but the meaning goes farther than that. According to the games' official website, it means the symbolism of Hangul. Unity, and welcome.

This year, the mascot of the Winter Olympics, is named Soohorang. This White Tiger represents Korea's Guardian. "Sooho" comes from the Korean word "protection," and "Rang" comes from the Korean word "Tiger."
