NEW ILLINOIS SECTION OFFICERS

Director to 2023 – Tina Revzin, P.E., S.E. Tina Revzin, S.E., P.E. is a Bridge Group Leader and Project Manager with TranSystems in their Chicago, IL office. Over the last 11 years, she has had a wide variety of experience with structural design, inspection, rehabilitation, construction engineering, and alternative delivery methods for highway, transit, rail, pedestrian, and waterfront projects.&nbsp;Tina thrives on diverse and complex projects and environments that challenge her to continually learn and grow. Tina holds a Bachelor’s of Science in Civil Engineering and a Master’s of Engineering in High-Performance Structures from the Massachusetts Institute of Technology. She is also a licensed Professional Engineer (PE) and Structural Engineer (SE) in Illinois. Tina is passionate about bringing together young and diverse transportation and engineering professionals, both at work and through professional organizations.&nbsp;She started with ASCE while in college as part of the Steel Bridge Team for her student chapter and has been an active member since then.&nbsp;With the IL Section Younger Member Group (YMG), she has held the director positions of Communications, Social Events, and Outreach, and additionally served as Chair. Tina is also actively involved in the WTS Greater Chicago Chapter as the Scholarship Committee Co-Chair, looking for more ways to financially support women entering the transportation industry. Outside of work, Tina enjoys traveling the world, exploring new foods, volleyball, yoga, reading science fiction/fantasy, and cooking/baking.

2021 ISASCE AWARD WINNERS

(continued) Outside of the workplace, Katie is well-known and respected in the infrastructure community due to her involvement in numerous organizations.&nbsp;She currently serves as the Newsletter Coordinator for the ASCE Illinois Section (ASCE-IS). In this role, she compiles and reviews all content for the quarterly newsletter published for ASCE-IS members. Katie has previously served in a number of positions for the ASCE-IS Younger Member Group, including Chair, Vice Chair, Treasurer, Secretary, and Communications Chair (2010-2014). Her responsibilities for the Younger Member Group included managing the group's activities, finances and records as well as leading the group while she was the Chair. She was also a mentor with the ASCE Illinois Section where she worked with an ASCE Student Protege to attend networking events throughout the school year Katie is an active member of the Women's Transportation Seminar (WTS) Greater Chicago Chapter. She is currently the President of this organization and has previously served as the Treasurer, Partnership Chair, and Programs Chair. In 2020, she also mentored a young female engineer through WTS's one-on-one mentoring program, where she met with her mentee and mentor quarterly. In line with her passion for mentoring young engineers, Katie also served as a mentor in the iMentor program between 2018-2020. Through this organization, she worked with a female high school student at Phoenix Military Academy who was interested in studying engineering. iMentor partners with schools in low-income communities, where a majority of students will be first-generation college students. Every student in their partner schools is matched with a college-educated mentor, who commits a minimum of three years to a single student (junior year of high school through freshman year of college). Katie currently lives in the Ukrainian Village neighborhood with her husband (Pat), one-year old daughter (Lucy), and her cat (Marvin).

CDA-O'Hare Int'l Airport Runway 9C-27C - Outstanding Civil Engineering Achievement over $100 Million

Chicago O’Hare International Airport Runway 9C-27C Chicago Department of Aviation

Project participants are the following; Chicago Department of Aviation, HNTB Corporation, Milhouse Engineering &amp; Construction, WSP USA, DMJM Aviation Partners (JV)

The $8.5 billion O’Hare Modernization Program was initiated by the City of Chicago and the Chicago Department of Aviation in 2001 to create an efficient and reliable system of runways to help reduce delays, increase capacity and support current needs of O’Hare International Airport (ORD) while providing future growth opportunities. As ORD’s second-longest runway and first new runway since 2015, it helps balance flight activity between the north and south airfields and associated effects on neighboring communities. Construction required careful sequencing to decommission Runways 14L-32R and 14R-32L while also relocating and replacing several airport facilities. The project was successfully coordinated in a way that assured 100% airport operations were maintained at all times during construction. Runway 9C-27C opened on November&nbsp;5,&nbsp;2020 with a flight to Seattle. The completion of Runway 9C-27C generated more than 2,500 jobs and created an opportunity for many small and diverse-owned businesses.

Vito DiCosola, P.E., M.ASCE &nbsp; Vito DiCosola received his BS degree in Civil Engineering from the Illinois Institute of Technology in 1978. He received his MS from the University of Illinois at Urbana Champaign in 1979. He is also Professional Engineer in the states of Illinois, Florida, Texas, Michigan, Louisiana, Washington, and New Brunswick (Canada). Vito has over 42 years of experience&nbsp;in many aspects of civil/structural engineering and field construction. His responsibilities as a civil/structural engineer for hydroelectric development, spillways, and concrete gravity dams&nbsp;include structural/finite element analysis and design of reinforced concrete and steel structures. Vito’s experience also includes QA/QC and construction inspection of concrete structures, cementitious materials, grouting, and repairs of cracked concrete. Vito joined Harza Engineering right out of college where he spent his entire career. In 2001 Harza merged with Montgomery Watson (MW) and later MWH was acquired by Stantec in 2017 where he is currently a Principal Engineer in the Water Power and Dams Business Unit. Vito traveled extensively during his career such as Venezuela, Argentina, Iceland, Pakistan, and Canada performing hydroelectric design and inspections. Locally he was Civil/Structural Lead Designer for the Thornton Composite Reservoir-Connecting Tunnel and Gates, Albany Park Storm Water Diversion Tunnel, and numerous City of Evanston Relief Sewer projects.

John Frederick Duntemann, P.E., F.SEI, M.ASCE John F. Duntemann, PE, SE, F.SEI, is a Senior Principal at Wiss, Janney, Elstner Associates, Inc. where he specializes in the assessment and repair of structural distress and serviceability problems in buildings, bridges, and other structures. In his 40-year career, he has performed a variety of consulting activities related to new and existing construction, including bridge and transportation structures, civic and commercial buildings, industrial buildings and facilities, stadiums and arenas, parking structures, storage tanks and temporary structures. Mr. Duntemann has a Bachelor of Science in Civil Engineering (1978) and Master of Science in Structural Engineering (1981) from the University of Illinois at Urbana-Champaign and is a licensed professional in sixteen states. He has published more than 40 papers and lectured extensively on the performance and assessment of structures, structural failures, structural rehabilitation, and design and construction codes and standards. He is a contributing author to the Handbook of Temporary Structures in Construction (1996, 2012) and the Forensic Structural Engineering Handbook (2000, 2010). He also authored a state-of-the-art standard, Guide Design Specification for Bridge Temporary Works (1995, 2015) adopted by the American Association of State Highway and Transportation Officials. Mr. Duntemann is a Fellow of the Structural Engineering Institute (SEI) and International Association for Bridge and Structural Engineering (IABSE).&nbsp;He is past President of the Structural Engineering Association of Illinois (2013-2014) and served on the Illinois State Task Force on School Plan Review and Inspection (2006). He is also a former member of the National Council of Examiners for Engineering and Surveying Structural Exam Committee (2004–2010) and a member of the ASCE/SEI 7 Standards Committee, Minimum Design Loads and Associated Criteria for Buildings and Other Structures, since 1995.

Peter G. Wallers - Civil Engineer of the Year

Peter G. Wallers, P.E., CFM

Pete is Board Chairman of Engineering Enterprises, Inc., a consulting engineering firm with offices in Sugar Grove and Rockford, Illinois. He holds a Bachelor of Science in Civil Engineering from Marquette University. Pete has over 40 years of consulting experience and has worked with numerous communities on the planning, design, and implementation of Water Works System Improvements. He is a registered professional engineer and certified floodplain manager. Pete serves as a Technical Advisor to the Metro West Council of Government (MWCOG) on Water Supply Planning, served as a delegate on the Regional Water Supply Planning Group representing Municipalities and Municipal Water Suppliers, and is currently the Chairman of the Technical Advisory Committee for the Northwest Water Planning Alliance (NWPA). Pete also serves on the Aurora Area Interfaith Food Pantry Advisory Board and the Montgomery Economic Development Corporation Board. He also is an appointed public member on the Judicial Public Safety Strategic Planning and Technology Commission for Kane County and a member of the Montgomery Rotary Club. He is a founding member and President of the Montgomery Foundation and was elected to serve his second term on the Oswego Library District Board of Trustees.&nbsp;

The Chicago Lakefront Trail spans 18 miles along the shoreline of Lake Michigan and serves as a major access point to the city’s tourist cornerstone, the Chicago Navy Pier. The trail contains 50 access points and is considered the busiest pedestrian path in the country. In addition to eliminating poor conditions that contributed to accidents along this section of the trail, users now have a bridge to enjoy and marvel at en route to Chicago’s most notable tourist attractions. As the prime consultant, HNTB worked with the City of Chicago to develop a bridge configuration that was functional and aesthetically-pleasing. This required an elevated level of coordination with the architectural and structural teams as well as the civil, geotechnical, electrical, landscaping and wayfinding professionals.&nbsp;The project’s completion has brought social and economic benefits to Chicago’s Lakefront. At its busiest points, the trail attracts nearly 30,000 pedestrians, runners and bicycle commuters daily during the peak summer season.&nbsp;&nbsp;

Barry J. Pecho, P.E., S.E. &nbsp; Barry received his B.S. degree in Civil Engineering from Northwestern University in June of 1979, specializing in structural engineering.&nbsp;He received a M.P.M. (master in project management) from Keller Graduate School of Management in June of 1999.&nbsp;In January of 1983 Barry became a Licensed P.E. in the State of Illinois and in February of 1993 he became a Licensed S.E. in the State of Illinois. Barry started his career as a Northwestern University co-op engineering student, working at Sargent and Lundy in Chicago, IL from 1976 until 1979 where he worked on various aspects of power plant structural design.&nbsp;After graduation he started his official career as a buildings structural engineer for McDonough Associates, Inc. in Chicago, IL where he worked on projects varying from water and wastewater containment structures to buildings of steel, masonry and/or concrete construction. After almost 19 years with that firm, he moved to the Chicago office of Graef, Anhalt and Schloemer of Milwaukee, WI where he worked on buildings of various construction materials, some water retainment structures and marketing.&nbsp;In 2001 Barry moved to Barry A. Goldberg &amp; Associates Structural Engineers of Skokie, IL where he worked on schools, churches, industrial buildings, retail buildings, residential buildings and pumping stations.&nbsp;When an ownership deal for the company fell through, he moved on to Collins Engineers, Inc. of Chicago, IL in 2007 where he worked on park district structures, churches and marine structures.&nbsp;In 2009 he moved on to Smith LaSalle where he is still employed as a Senior Structural Engineer working on projects ranging from various marine structures to industrial structures to churches and other buildings. Barry has been a member of ASCE ever since his graduation.&nbsp;He also has memberships in the American Concrete Institute and the Structural Engineers Association of Illinois.&nbsp;He has been an active member on ACI committee 357 Offshore and Marine Concrete Structures and is the chairman of a subcommittee for the revision of document ACI 357.2R-10 Report on Floating and Float-In Concrete Structures.

Julian Rueda, PE, D.GE, M.ASCE &nbsp; Mr. Rueda graduated from the University of Illinois at Champaign-Urbana in 1980 with a Bachelor’s degree in Civil Engineering and in 1982 with a Master’s degree in Geotechnical Engineering. Mr. Rueda stablished Geo Services, Inc. a full service geotechnical engineering firm in 2000, where he is its president. He is a proud registered Professional Engineer in numerous states, Diplomate Geotechnical Engineering and Life Member of ASCE &nbsp; Mr. Rueda has a broad base of experience in directing, managing and providing innovative consulting related to geotechnical, environmental, and civil engineering projects for public agencies and private organizations.&nbsp; &nbsp; Mr. Rueda has experience in coordinating and overseeing geotechnical engineering activities from field investigations to design, analysis and reporting pertaining to offshore and onshore foundations, pipelines, building foundations, slope stability, roadways, and groundwater studies. Mr. Rueda reviews company reports prior to submittal to clients. He has also been the lead technical director for numerous existing and proposed chemicals, solid, and hazardous waste projects performing engineering and managerial tasks for development, operations, and closure activities. Mr. Rueda has directed, managed and conducted environmental investigations, site remediation and restoration engineering including Phase I, II and III projects, regulatory liaison, and value engineering.&nbsp;Responsibilities have also included client interaction, and supervision of staff, review of environmental regulations, report preparation and engineering design. Mr. Rueda has authored and co-authored more than 25 publications on engineering and environmental issues.

SUSTAINABILITY IN CIVIL ENGINEERING ACHIEVEMENT

Illinois Tollway - Sustainability in Civil Engineering Achievement Award

Aurora (M-8) Maintenance Facility Illinois Tollway

Project participants include the following; Illinois Tollway, Environmental Design International, Inc., The Roderick Group (d/b/a Ardmore Roderick), W.E. O’Neil Construction Co.

The Illinois Tollway’s new, 95,000-square-foot maintenance facility in Aurora was built to meet LEED certification standards for sustainable design and construction. Located on a 19‐acre site along the Reagan Memorial Tollway (I‐88) adjacent to the Aurora Toll Plaza, the $40.5 million facility operates 24/7 to serve roadway needs of the eastern segment of I‐88 from Aurora to the Tri-State Tollway (I-294). To achieve LEED status, the Illinois Tollway’s newly reconstructed maintenance facilities include refueling equipment for low-emitting and fuel-efficient vehicles, white thermoplastic polyolefin&nbsp;roofing and low-reflectivity concrete pavement, LED electronically programed exterior lighting and interior occupancy lighting and geofoam installation. The buildings incorporate photovoltaic panels to feed power back into the grid and electric vehicle charging stations. Skylights and punched openings in pre-cast wall panels use translucent, insulating glass and polycarbonate panels for natural lighting. In-floor hydronic radiant heat and overhead natural gas radiant heat, along with installation of low-flow fixtures, further reduce energy and water costs. The Aurora maintenance facility includes the Tollway’s first on-site brine-making equipment to assist with snow and ice control and a storm water management system to improve the quality of storm water discharge from the site, which is half a mile from the Fox River.

John L Carrato, P.E., F.SEI, F.ASCE &nbsp; John graduated from the University of Illinois Urbana-Champaign with a BS degree in Civil Engineering and an MS degree in Structural Engineering. John began his professional career at Alfred Benesch &amp; Company (Benesch) in 1980. As an engineer, he specialized in the design, inspection, and evaluation of railroad bridges, and managed a number of complex transportation projects. He made significant contributions to several award-winning projects and applied his technical expertise to the advancement of industry practices through participation in professional organizations including ASCE and AREMA. In 2009, John became President and Chief Executive Officer of Benesch, overseeing the operations of the entire firm. In this role, he led strategic planning efforts, directed organizational planning, and guided the implementation of long-term plans. Mr. Carrato was elected Chairman of the Board for a three-year term in 2020 upon stepping down as CEO. During his tenure as CEO the firm grew from 220 employees located in five offices across four states to 780 employees located in 37 offices across 18 states. John advocated for the pursuit of a multi-faceted growth strategy that sought geographic expansion opportunities through mergers and acquisitions, strategic hires and by leveraging project locations into the establishment of new office locations. John served on the Structural Engineering Institute’s Board of Governors and was a founding Director of the Institutes Future’s Fund. He and his wife Karen are strong supporters of the ASCE Foundation as members of the Founder Society and the James Laurie Visionary Circle.

Susanne J. Davis, P.E., M.ASCE &nbsp; Sue Davis graduated from the University of Illinois at Chicago in 1987 with a BS in Civil Engineering. She began her career with the Army Corps of Engineers Chicago District in June 1987 as a Civil Engineering Intern. Upon completion of the intern program, Ms. Davis was selected for a position in the District’s Hydraulics and Hydrology Branch. Through her career with the Chicago District, Ms. Davis worked on numerous water resource projects through study, detailed design and construction phases including the Little Calumet River levee project, the O’Hare and McCook Reservoir Projects, and the Indiana Harbor Confined Disposal Facility. Ms. Davis served as the H&amp;H Branch Chief before being selected as the Planning Branch Chief in 2005. As the Chicago District Planning Chief, Ms. Davis is responsible for a diverse planning program that includes flood risk management, ecosystem restoration, aquatic nuisance species, and navigation studies, design and monitoring and environmental compliance. Since 2010 the District has completed seven large studies, including five Chief of Engineers Reports, as well as numerous small studies that resulted in completed projects for flood risk management and ecosystem restoration in the Chicago metro area. These studies are the basis for over $1 billion worth of Federal infrastructure investment. Three Planning studies received national recognition as Planning Team of the Year – The Great Lakes and Mississippi River Interbasin Study (GLMRIS) Report (2014), GLMRIS-Brandon Road (2018), and Westminster/East Garden Grove, Orange County, CA (2019). In 2020, the District’s Ecosystem Restoration team was selected as the small Planning Team of the Year for more than a decade of accomplishments that resulted in over thirty separate ecosystem restoration projects. Ms. Davis is a registered Professional Engineer in the State of Illinois.&nbsp;She is also long-standing member of the Lakes and Rivers Division Regional Planning Board and is a Water Resources Certified Planner (2018). She has received numerous awards for her service including a Department of the Army Superior Civilian Service Award (2020).

GOVERNMENT CIVIL ENGINEER OF THE YEAR

Sarah Hunn received her Bachelor of Science in Civil Engineering from Michigan Technological University in 2002.&nbsp;She began her career at the Illinois Department of Transportation and has worked for DuPage County for the past 16 years, currently serving as Director of the Stormwater Management Department. In this role, Sarah leads nearly 40 staff members, oversees the operation of 17 flood control facilities and manages flood control and water quality projects countywide. During her time at DuPage County, Sarah has overseen the construction and/or modification of eight of the County’s 17 flood control facilities and managed nearly $50 million in grant funds for capital projects, including the Armstrong Park Reservoirs, Churchill Woods Dam Removal, Urban Stream Research Center, the Brewster Creek Headwaters Flood Control Project and several flood control and restoration projects along the West Branch DuPage River. These projects and initiatives in which Sarah has been involved have received 16 awards – on local, state and national levels – for outstanding achievement. Sarah is an active member of the Illinois Chapter of ASCE and the Illinois Association of Floodplain Managers, serving as the awards chair for the past five years. She’s also a leader in science, technology, engineering and mathematics (STEM) education throughout DuPage County, presenting to numerous school groups in both office and field settings. Earlier in her career, Sarah was also awarded Young Government Engineer of the Year by ASCE, Illinois Section. Outside of work, Sarah is actively involved with Engineers Without Borders, currently assisting with fundraising for the project team’s international travel, in which she has also participated. She is also an advocate for local humane societies, devoting time and effort to place at risk animals in homes, in addition to housing multiple shelter animals herself. Sarah is also a triathlete, golfer and avid snowboarder.

Irsilia Colletti is a difference-maker. Throughout her nine years in engineering, she has progressed from a smart, technically-sound professional with the ability to come up with solid solutions into a true leader in her firm and in the structural engineering field. She is passionate about discovering solutions for her clients that provide lasting, tangible improvements for end users. But she also strives to make an impact on her profession and those she works with, helping to push structural engineering forward. Irsilia has provided a variety of services to clients not only in Chicago and Illinois, but across the Midwest. Through this experience, Irsilia has grown from a smart but raw engineer into a highly valuable member of project teams, providing key leadership and expertise that leads to top results from both design and project delivery standpoints. Irsilia shines as a person and engineer for many reasons, but they all relate to her eagerness and excitement. She is eager and excited to be involved in engineering outside of the office. She has a seemingly limitless desire to continue learning and growing. And above all, she cares about sharing and helping others grow while also developing her own engineering expertise and skills. In her young career, Irsilia has already had a tremendous, positive impact on HNTB, her clients and their communities and the structural engineering profession.

Mohsen A Issa, Ph.D, PE, SE, F.ACI, F.ASCE Dr. Mohsen A. Issa is a Professor of Structural and Materials Engineering at UIC and a structural engineering consultant. He received his BSCE, MSCE, and Ph.D. degrees from the University of Texas at Arlington in 1981, 1982, and 1986, respectively, and postdoctoral from the University of South Florida, Tampa.&nbsp; During the past 33 years at UIC, he taught various courses in concrete materials, reinforced and prestressed concrete structures, steel design, experimental stress analysis, seismic design, and bridge design I and II. He is the Director of the Structural and Concrete Research Laboratory and served as the Director of Graduate Studies for the CME Department for six years. He has graduated 26 Ph.D. and 15 Master's graduate students through his research funding and supervises 6 Ph.D. students. He received several teaching and research awards, including the UIC Award for Excellence in Teaching.&nbsp; Dr. Issa has made significant contributions to the civil engineering infrastructure.&nbsp;He is a Fellow of the American Concrete Institute (ACI), a Fellow of the American Society of Civil Engineers (ASCE), and a member of several professional organizations and societies, including ACI, ASCE, PCI, and TRB.&nbsp;&nbsp;He served as a committee chair for two ACI technical committees and is a current member of several technical committees. Dr. Issa is a registered SE in Illinois and a PE in Florida. He has published over 235 papers in refereed journals and proceedings, three special publications, 36 technical research reports, and has made numerous keynote lectures and presentations nationally and internationally. His research includes the development of experimental and analytical techniques for monitoring existing highway bridges, structural health monitoring systems for bridges, concrete pavement, advanced composites, PLC concrete, recycled plastic materials, concrete fracture mechanics, bridge deck cracking, bridge decks reinforced with Basalt FRP and fiberglass bars, and rehabilitation of concrete structures with CFRP.

Mark Douglas Lattner, P.E., M.ASCE Mark Lattner received his B.S. degree in Civil Engineering from Iowa State University in 1978. After graduation, he joined Anderson Consultants Inc., Des Moines, Iowa as a Project Engineer starting his forty-three year career as a civil engineer. Mark returned to his home state of Illinois in 1980 working for several consultants in the area of municipal engineering. In 1995, he joined JKL Consulting Civil Engineers Mount Prospect, IL, as a project manager. In 2000, he became President of the firm. Mark expanded the firm’s design services to include development, recreational projects and municipal services. Part of the municipal services was serving as Village Engineer for the Village of South Barrington. In 2011, Mark left the consultant side of the Civil Engineering field to take a position as Water Engineer with the City of Rockford IL. While at the City, Mark demonstrated his belief in continuing education. As He and other staff members worked to obtain a Certificate of Program Completion in Geographic Information Systems from Waubonsee Community College (2013). Currently, Mark is capping his career as a Project Engineer for the Village of Mount Prospect, his hometown. His efforts are focused on the annual road improvement program and other projects the Village Engineer assigns. He enjoys guiding the summer interns and participates with the high school district providing leadership through high school internship programs. Over the course of his career, Mark has maintained a broad spectrum of civil projects. He has designed projects in the areas of environmental, water, transportation, recreation and development. He has been a member of ASCE for nearly 45 years, starting as a junior member while in college. Mark is a Licensed P.E. in the State of Illinois.

YOUNG GOVERNMENT CIVIL ENGINEER OF THE YEAR

Fawad Aqueel, PE, PTOE is the Bureau Chief of Design at the Illinois Department of Transportation Region 1. Fawad earned his civil engineering undergraduate degree from the University of Illinois at Urbana-Champaign and completed graduate studies from Illinois Institute of Technology. In his 13 years with the Department Fawad has held numerous permanent positions such as traffic engineer, phase 2 design engineer, phase 1 geometrics engineer, local agency federal aid program engineer, and phase 2 plan preparation section chief in addition to temporarily filling in for other vacant positions within the Department. In his current role as Bureau Chief of Design, Fawad and his team are responsible for ensuring contract plans prepared by IDOT staff and consulting firms are delivered on time and with minimal errors for the Department’s Fiscal Year 2022-2027 Proposed Highway Improvement Program.&nbsp;

Katie Bell, P.E. ASCE CRMYC Outstanding Young Civil Engineer in the Public Sector Award

ASCE’s New Faces of Civil Engineering highlights the next generation of civil engineering leaders. Timothy Alston isn’t one of those civil engineers who started dreaming of a career in civil engineering from an early age. As a kid, he was more into animals, nature. “I was always fascinated and intrigued by the wonders of the natural world,” said Alston, who grew up a creative, inquisitive only child in Germantown, Maryland. “As a child, I would read all types of books about animals, their ecosystems, and the role that people have played in both the preservation and the destruction of our planet’s precious resources.” But part of that love for nature manifested itself as a passion for water. And it wasn’t long before that interest in water led to a bachelor’s degree in environmental science from Claflin University – a historically Black university in Orangeburg, South Carolina – and a master’s degree in environmental engineering from the University of Illinois at Urbana–Champaign. After two years as an environmental consultant for CDM Smith in Chicago, Alston now works as a plant engineer for the Gary (Indiana) Sanitary District. Invested in giving back to the community and inspiring others, he is an active member of ASCE, the National Society of Black Engineers, and the Water Environmental Federation. For ASCE, he serves as a committee member for MOSAIC (Members of Society Advancing an Inclusive Culture) and is the professional mentorship and student outreach chair for the Illinois Section.

The Outstanding Young Civil Engineer in the Public Sector Award from ASCE Central&nbsp;Region Younger Member Council (CRYMC)&nbsp;is for an active ASCE Younger Member who has demonstrated leadership potential in public sector civil engineering. Katie has over 13 years of industry experience. She began her career as a design engineer with AECOM focused on transportation and drainage. In 2013, she transitioned to an extension of staff role at the Illinois Department of Transportation (IDOT) where she oversaw the completion of a Tiered Environmental Impact Statement (EIS) for the IIliana Corridor project. After her time at IDOT, she moved onto another extension of staff position at the Chicago Transit Authority (CTA) where she was responsible for preparing scopes, schedules, and budgets for upcoming capital projects and assisting to develop funding strategies for priority projects. In 2016, Katie accepted a position at CTA as a project manager where her job duties were similar to the duties she performed as extension of staff, focused on capital planning and funding/budget management for the CTA Infrastructure Department. She also managed the CTA's Green Line Elevated Track Improvements Project, a $70 million design-build project involving two large contracts.&nbsp;Katie is currently the Project Studies Manager for the Cook County Department of Transportation and Highways. In her current role, she oversees all preliminary engineering and environmental (Phase I) studies for transportation improvements for the largest county in Illinois.

Dr. Soliman Khudeira, S.E., P.E. is a Section Chief of Major Projects with the Chicago DOT.&nbsp;He is Adjunct Professor with Illinois Institute of Technology (IIT), where he teaches Design of Transportation Facilities, Research Problems, Special Projects, and FE and PE Review courses.&nbsp;He is the Chief Editor of the Practice Periodical on Structural Design and Construction, an ASCE Journal.&nbsp;He is past President (2020-2021) of the Structural Engineers Association of Illinois.&nbsp; &nbsp; He volunteers his time with various professional organizations including teaching math classes for the ACT exam and engineering graphics for the WYSE competition.&nbsp;He promotes STEM education and careers in engineering through various presentations. He chairs the AAAEA-IL essay/poster contest and chairs the scholarship award committee.&nbsp;He is the Chair of the NAAAEA education committee.&nbsp;He participates in judging the IIT bridge design competition. &nbsp; He has over 35 years of experience in the private and government sectors, which include various disciplines of civil engineering including civil design, structural analysis &amp; design, surveying, and construction management.&nbsp;He received his BS, MS, and PhD in Civil Engineering-Structures from the Illinois Institute of Technology (IIT), Chicago.&nbsp;

OUTSTANDING CIVIL ENGINEERING ACHIEVEMENT UNDER $10 MILLION

Much of Wood Dale developed 50 years ago before the advent of modern stormwater management regulations.&nbsp;The lack of stormwater detention and adequate overland flow routes resulted in serious localized flooding during significant rainfall events.&nbsp;The most severe roadway flooding has occurred on Prospect Avenue where water levels can reach 43” above the roadway surface during a 100-year rainfall event.&nbsp;Flooding often reaches several homes and multiple parking lots in the adjacent townhome complex. In 2016, Wood Dale developed a master stormwater plan for the area, then began a multi-year program to fund the construction of improvements.&nbsp;The first two phases (2018-19) consisted of expanding and reinforcing the downstream storm sewer system and streambank stabilization of the receiving waterbody, Squaw Creek.&nbsp;The third phase in 2020 involved the construction of an underground stormwater detention system containing 7.7 acre-feet of storage volume beneath City roadways, and the final phase (2021) is adding another 6.8 acre-feet on Westview Elementary School property.&nbsp;The underground detention system consists of more than 6,400 lineal feet of 10’x10’ precast concrete box culverts to maximize storage within the limited footprint of the project area. Project execution was coordinated with multiple homeowner associations, hundreds of residents, an elementary school, and utility companies.&nbsp;Box culverts a half-mile in length were installed along Potter Street and Prospect Avenue, along with a new stormwater lift station to dewater the system.&nbsp;A custom width trench box was fabricated to support the 22’ deep excavation for the dual row 10’x10’ box culvert detention system along Potter Street while continuously maintaining vehicular access to multiple residential parking lots.&nbsp;A portion of the box culverts were installed beneath a 36” high pressure natural gas transmission main and below high voltage ComEd transmission lines, posing considerable construction and coordination challenges.&nbsp;The system was also designed to allow for expansion of the underground detention into nearby areas along Potter Street if additional detention volume is needed in the future due to increasing rainfall severity. The detention system will protect homes in the area from flooding during significant storms and help to ensure reliable emergency access during these events.

He received his Bachelor &amp; Master of Science degrees in Civil &amp; Environmental Engineering from the University of Illinois at Urbana-Champaign. He's a licensed Structural Engineer in Illinois and licensed Professional Engineer in Iowa and Illinois. &nbsp; Mr. Janicke is a past chair of the Structural Engineering Institute Illinois Chapter, having served a variety of roles at SEI-IL including Secretary, Training Coordinator, and SE Study Group Facilitator. Andrew Walton is the Vice President of Transportation at Orion Engineers, PLLC.&nbsp;With over 17 years of experience in the planning, study, and design of transportation projects for various private, local, and state agencies, he has a specialty focus on roadway geometric design, traffic-control, complex maintenance of traffic concepts, and design/construction contract packaging for major interstate highway improvements.&nbsp;Mr. Walton is knowledgeable of traffic control requirements for local, arterial, and expressway type facilities and his background includes management of budget, scope, schedule, staff, and quality control for multiple projects.&nbsp;He is responsible for the business development activity, sales/growth, and technical competency of Orion’s transportation department. Mr. Walton received his Bachelor of Science in Civil &amp; Environmental Engineering at the University of Dayton, is a registered Professional Engineer in the State of Illinois, and an NCEES Record Number holder.&nbsp;He has been involved with ASCE for over 16 years, serving on the Illinois Section Board and the Illinois Section’s Transportation &amp; Development Institute (IS-ASCE T&amp;DI) in various roles leading up to President.&nbsp;He is currently assisting with the development of the 2022 ASCE Report Card for Illinois’ Infrastructure and is an active participant in the Illinois Section’s operations, events, and activities as the 2021-2022 President.&nbsp;He resides in the Lakeview East neighborhood in the City of Chicago and is the proud father of 11-year-old son Jack.

Brian Pawula is a Senior Project Manager with Thomas Engineering Group, LLC.&nbsp;He has over 19 years of experience in urban and rural highway planning and design including evaluation and development of intersection and interchange design studies, Phase I project reports, Phase II preparation of plans, specifications, and estimates, right of way plans and plats, stage construction, complex maintenance of traffic plans, and streetscapes.&nbsp;He is a registered Professional Engineer in Illinois and a Project Management Professional.&nbsp;He received his Bachelor of Science degree in General Engineering at the University of Illinois, Urbana-Champaign in 2002. Hossein Ataei, P.E, P.ENG., F.ASCE&nbsp;is a civil engineering faculty member and Director of the Construction Engineering and Management Program at the University of Illinois, Chicago. He is a registered P.E. in the US (States of Nevada, Texas, and Wyoming) and in Canada (Provinces of British Columbia, Ontario and Quebec). Dr. Ataei's industry experience varies from project management and business administration to the design and risk advisory consulting services on large-scale heavy civil engineering projects, and mainly in the mining, energy, and power sectors. Dr. Ataei is an ASCE Fellow. He serves on the national ASCE committees of Claims Avoidance and Resolution (CAR),&nbsp;Committee on Practices to Reduce Failures,&nbsp;and the Forensic Engineering Education. He is also an ABET Program Evaluator for the accreditation of the civil and construction engineering higher education programs in the US and internationally. His academic and professional interests are in construction engineering and management, claims and dispute resolution, forensic engineering, and innovative project management practices for complex and interconnected civil engineering systems.&nbsp;Dr. Ataei is the author of many books and papers, the most recent of which is the "COVID-19 Pandemic Impacts on Construction Projects”, published by the American Society of Civil Engineers (ASCE) in 2021, in a collaboration with the colleagues from the Claims Avoidance and Resolution Committee.&nbsp;&nbsp;Dr. Ataei&nbsp;has a PhD in Civil Engineering from University of Southern California in Los Angeles, California, and holds three Masters degrees in Civil Engineering; Construction Management; and in Business Administration.

William R. Schubert, P.E., BCEE, M.ASCE &nbsp; William (Bill) Schubert is a civil engineer with significant experience in geo-environmental engineering, solid waste management, and renewable energy development, most of which occurred during his 35-year career with Waste Management, Inc.&nbsp;He graduated from Marquette University (BSCE, 1979) and Illinois Institute of Technology (MSCE, 1985). Mr. Schubert’s experience includes technical and project work, as well as supervising a large staff of engineering professionals in a 16-state area, providing engineering and environmental management services to more than 80 facilities.&nbsp;He managed numerous landfill engineering, waste treatment, and renewable energy projects in the Midwest, and helped develop standard operational practices to optimize landfill gas recovery across North America. Having worked in the environmental regulatory environment, Mr. Schubert was appointed by the Governor of Illinois to serve on several boards and commissions to review environmental policy in the state. Later in his career, he headed landfill operations for Waste Management, including cost control, development, and operational responsibility for all Waste Management landfills in 16 states and Canada. In his last assignment at Waste Management, he managed some 275 closed site maintenance and remedial projects, focusing on optimization of maintenance activities and developing opportunities for renewable energy production. In 2016, Mr. Schubert retired from Waste Management, and now serves as adjunct faculty at Benedictine University, in Lisle, Illinois.&nbsp;He also consults with Patrick Engineering in Lisle, Illinois.&nbsp;At Patrick, he has participated in various projects evaluating the efficiency of landfill maintenance and leachate treatment procedures, and has evaluated numerous landfill sites for effective real estate utilization and renewable energy development potential.

Joseph A. Wywrot, P.E., M.ASCE &nbsp; Joe Wywrot received his B.S. degree in Civil Engineering from Bradley University in 1978. His first job out of school was in Chicago with the Federal Emergency Management Agency, coordinating consultants who performed flood insurance studies and advising local government officials on the implementation of the National Flood Insurance Program. Joe then moved on to working in local Illinois government for many years, first as a civil engineer with the Village of Lombard where he obtained his PE license and focused on design and construction of capital projects. He then moved on to be the Village Engineer for Sugar Grove where he served as a 1-man Engineering Department working on both public and private projects, and later the City Engineer for Yorkville where he worked closely with consultants and land developers during the boom years of the 1990’s and early 2000’s. Joe retired from Yorkville in 2011 and since then has worked part-time for GovHR, serving in various roles at towns in the Chicagoland area. &nbsp;

Director to 2022 – Nihar Shah, P.E., S.E. Nihar Shah is a Vice President at Rubinos &amp; Mesia Engineers (RME). His 11 years of experience includes structural engineering for new construction and rehabilitation projects for various markets such as Higher Education, K-12, Healthcare, Waste Water and Water facilities.&nbsp;He received his Bachelor’s Degree in Civil Engineering&nbsp;from&nbsp;University of Illinois at Urbana-Champaign and his Master’s Degree in Civil Engineering from University of Illinois at Chicago. Nihar has been involved with the ASCE since 2016 serving in various positions including Chair&nbsp;of the Transportation and Development Institute. Director to 2023 – Steve Randolph, P.E. Steve is a 26-year employee of Horner &amp; Shifrin. He began his engineering career at their St. Louis office in 1995 after graduating from Washington University in St. Louis with a degree in Civil Engineering and a minor in Environmental Engineering Science. In 2001, Steve received his MBA from Webster University. In 2015, Steve moved to the Chicago area to help open a branch office there. Steve is the past-Chair of EWRI’s Chicago Chapter and his other ASCE duties have included a term as President of the St. Louis Section, chairperson of that Section’s Diversity and Inclusion Committee, and a participant in ASCE’s Legislative Fly-In. He is also a Certified Professional in Erosion and Sediment Control (CPESC) and a member of the Illinois Association for Floodplain and Stormwater Management.&nbsp;&nbsp; Steve is the proud father of two grown children and he and his wife live in Elmwood Park, IL. Ms. Homola is the Department Manager of Water Resources at EXP US Services (EXP).&nbsp;She has over 20 years of professional experience in complex hydrologic and hydraulic analyses, water resources/drainage design, and stormwater and floodplain permitting. She currently manages a group of water resource engineers that work with EXP’s municipal, federal, transportation, aviation, and private land development clients across the US and Canada. She is a registered Professional Engineer in Illinois as well as a Certified Floodplain Manager.&nbsp;She received her Bachelor of Science in Chemical Engineering from the University of Michigan.&nbsp; Ms. Homola has been involved with ASCE since 2007 and is a Past Director of the Illinois Section as well as a Past Chair of the ASCE IL Section Environmental and Water Resource Institute whose board she served on for 5 years. She lives on the north side of Chicago in the Lincoln Square neighborhood.

Mr. Huffman is a&nbsp;Senior&nbsp;Project Manager with Christopher B. Burke Engineering (CBBEL). He has over 16 years of experience predominantly focused in Phase I Engineering transportation projects in and around the Chicagoland area for IDOT, various Counties and local municipalities.&nbsp;&nbsp;Matt is a registered Professional Engineer in Illinois and received his Bachelor of Science degree in Civil Engineering from University of Illinois at Chicago (UIC) and Master of Science degree in Project Management from Northwestern University. Matt has been involved with ASCE since his days at UIC with the student chapter and was elected president his senior year. Following his graduation, Matt became involved with the IL Section Transportation &amp; Development Institute (T&amp;DI) where he was Chair in 2012 and subsequently IL Section Director (2012-2013) and Illinois Section Membership Chair (2008-2020) and participated in the Illinois Infrastructure Report Card development in 2010 and updates in 2014 and 2018. Matt was selected as the IL Section’s Young Civil Engineer of the Year award in 2015. He also stays involved with his alma mater as Chair of the UIC Civil Engineering Professional Advisory Council (CEPAC). Matt lives in La Grange Park with his extremely understanding wife, Dana, daughter, Evelyn (6) and son, Owen (4).

IL Section Younger Member Group ASCE “Together Apart” Video Contest

Dr. Gongkang Fu, Ph.D., P.E., M.ASCE 2021 Ernest E. Howard Award

The Illinois Section Younger Member group won the grand prize for the national ASCE “Together Apart” video contest. The contest consisted of submitting a video illustrating how our group stayed connected and engaged during the pandemic. The submissions were judged on content, creative delivery, and relevancy to civil engineering. As the grand prize winner, the Illinois Section Younger Member group won a $5,000 prize. The group plans to devote a portion of the prize money on events which focus on member outreach and recruitment for the upcoming year.

The Ernest E. Howard Award is given to a member of the Society who has made a definite contribution to the advancement of structural engineering through research, planning, design, or construction. ASCE has honored&nbsp;Gongkang Fu, Ph.D., P.E., M.ASCE, with the&nbsp;2021&nbsp;Ernest E. Howard Award&nbsp;for innovative and significant contributions to national and state practice specifications advancing structural engineering.&nbsp; A number of Fu’s milestone advancements were adopted by AASHTO’s&nbsp;Manual of Bridge Evaluation&nbsp;(MBE) 2018 in a completely revised Section 7, “Fatigue Evaluation of Steel Bridges.” These advancements include a new concept of using field inspection as a proof test to update remaining fatigue-life estimates. This approach used structural reliability theory to ensure the safety of bridges. Along with other original work, this important concept was pioneered by Fu in several publications. MBE is the mandatory and governing code for evaluating the safety and remaining life of all U.S. roadway bridges. Fu’s new concepts and approaches were first implemented in the 2015 interim Revisions of the BME and have been practiced nationwide since then. They have helped bridge structural engineers of this country, and in many cases saved a significant amount of resources where over conservatively negative remaining fatigue life is encountered and optimum posting rules are needed.

2022 ASCE LIFE MEMBERS

A Life Member is an individual who has made a lifetime commitment to ASCE and the civil engineering profession by remaining a member for the full length of their professional career. Life Member status is bestowed on an ASCE member in recognition of his or her long‑term support of the Society. Fellows, Members, or Affiliates, who have reached the age of sixty-five years, and who have paid dues in any membership grade for a number of years such that when added to their age the sum equals or exceeds ninety-five, shall qualify for Life Member status. Life Members are exempt from further dues, provided that the member has paid dues for at least twenty years.

Diane Marie Campione, P.E., M.ASCE &nbsp; Ms. Campione is a Senior Project Manager specializing in both civil and structural engineering, with emphasis on planning and design. After earning both a Bachelor’s and Master’s degree in structural engineering from the University of Illinois – Urbana-Champaign, she joined at Alfred Benesch &amp; Company in 1981. In her accomplished, four-decade career to date, Ms. Campione has gone on to manage and/or contribute to some of the firm’s most high profile, complex and award-winning projects including the 130th &amp; Torrence and Columbus Avenue Grade Separations in Chicago; I-74 over the Mississippi River in the Quad Cities; the 26-mile Metra North Central Service design; and more. &nbsp; Ms. Campione’s experience spans roadways, bridges, freight and transit rail, and buildings. Her early years were focused in structural design of high-rise buildings including 10 South/30 South Wacker Drive, 900 N Michigan, Boulevard Towers South, 175 N Harbor Drive. In addition, she is a trained, integral participant in many client-directed Value Engineering studies, where she helps agencies better understand project goals to facilitate innovative engineering solutions. &nbsp; Ms. Campione has co-authored multiple research papers, including a piece on earthquake analysis for the Council on Tall Buildings and Urban Habitat, as well as a paper on the analysis of bridge piers for scour conditions for the University of Illinois, Urbana-Champaign. &nbsp; Outside of her many project management duties, Ms. Campione stays involved in multiple industry organizations including the ASCE and Illinois Section since 1981, the Women’s Transportation Society, American Concrete Institute, ASTM International, and SAVE International. She also enjoys endurance type outdoor activities; completing 10 marathons (including 5 Boston), and 4 Ironmans (including Kona).

Hani S Mahmassani, P.E., M.ASCE &nbsp; Dr. Hani S. Mahmassani holds the William A. Patterson Distinguished Chair in Transportation at Northwestern University, where he is Director of the Northwestern University Transportation Center, and Director of the US-DOT Center of Excellence on Telemobility.&nbsp;Prior to Northwestern, he served on the faculties of the University of Maryland and the University of Texas at Austin. He has over 35 years of professional, academic and research experience in the areas of intelligent transportation systems, freight and logistics systems, multimodal systems modeling and optimization, pedestrian and crowd dynamics, traffic science, demand forecasting and travel behavior, and real-time operation of transportation and distribution systems. He is past editor-in-chief of Transportation Science, senior editor of IEEE Transactions on Intelligent Transportation Systems, founding (past) associate editor of Transportation Research C: Emerging Technologies, and associate editor of Transportation Research Record. He is a past president of the Transportation Science Section of INFORMS, past President of the International Association for Travel Behavior Research, and the Convenor-elect of the ISTTT International Advisory Committee. He received received the ASCE Frank Masters Award in&nbsp;2004, a Distinguished Alumnus Award of the Faculty of Engineering and Architecture of the American University of Beirut (2006), the Intelligent Transportation Systems Outstanding Application Award of IEEE (2010), and the Transportation Research Board’s Thomas Deen Distinguished Lectureship (2016). He was elected Emeritus member of the Transportation Research Board committees on Telecommunications and Travel Behavior, Transportation Network Modeling, and Traveler Behavior and Values. He was elected to the National Academy of Engineering in 2021 “for contributions to modeling of intelligent transportation networks and to interdisciplinary collaboration in transportation engineering”. Mahmassani received his PhD from the Massachusetts Institute of Technology in transportation systems and MS in transportation engineering from Purdue University.

David J. Morrill, P.E., M.ASCE &nbsp; David Morrill's 35-year tenure at Alfred Benesch &amp; Company encompassed leadership on countless structural and civil engineering assignments, in addition to his work fostering the talents of the Structural Group in Illinois. When David assumed the role of Structural Group Manager in 1995, the group consisted of less than 10 engineers. As he approached retirement, the group's size has nearly tripled, utilizing the talents of 28 professionals ranging from junior staff to seasoned project managers. Many projects led by Mr. Morrill have garnered national accolades for their innovative design solutions in the face of challenging issues. His veteran knowledge of the structural behavior of numerous bridge types has consistently resulted in outstanding engineering solutions on major regional projects, including the Wabash River Bridge in Mt. Carmel, Illinois; I-74 over the Mississippi River in the Quad Cities (IL/IA); and the I-74 Corridor Reconstruction in Peoria, Illinois. Mr. Morrill's positive impact spans far beyond his desk at Benesch - he has made major contributions to countless community groups and projects. He served for 10 years as the Chairman of World Relief’s Advisory Board in Chicago and another 10 years as Trustee of the Downers Grove Sanitary District and a Member of its Local Board of Improvement.&nbsp;After Morrill’s retirement from Benesch in 2016, he served as the Administrative Pastor at First Baptist Church of Downers Grove and currently is the Chief Operating Officer of OneWay Ministries in Aurora, IL. Mr. Morrill's career exemplifies civil engineering excellence and leadership, as well as mentorship and selfless giving back to his community.
